How to Install a Civic Hatchback 2003 Si Grill Emblem? And housing? See details...?

Im swing on a new stock "H" grill emblem, but also the lowercase impressible bearer housing that goes onto the grill, the H is easy to attach to the housing, with the little washer lock rings but I don't see how the holder attaches to the frame itself, Honda oversubscribed me 2 accepted hunting screws but it doesnt attain some send, they don't even fit the angled holes?

Also, can I ingest JB weld or something?
