Rough idle, engine shakes? ?

When I move the car after not using it for a while, the engine meet dies. The RPM meet drops And the automobile dies.. What could be the difficulty to this?

And I have a really rough idle, which I believe is caused by the ISC valve? And when I looked under the hood, the engine seems to shake a lot.. What does this mean?

I put the top half of a friends engine together and there is rattling little lubricator reaching up to the rockers? I took both valve covers off and there is no splash!!
